0. FOREWORD 

0.1 This Indian Standard was adopted by the Indian Standards 
Institution on 18 June 1960, after the draft finalized by the Leather 
Sectional Committee had been approved by the Chemical Division 
Council. 

0.2 The East India tanning industry has been, for over a century, a 
valuable foreign exchange earner to the Indian Government fetching as 
much as Rs 250 million annually. For the smooth working of such a 
valuable export trade, the maintenance of integrity through standards is 
essential. The fact that this trade has existed for over a century suggests 
that some sort of quality control, grading, etc, within the trade are 
practised. In fact, a system of assessment and arbitration is prevalent, 
but the methods followed under the system are based on age-long, 
master-to-the-pupil experience. However, this very useful knowledge 
gained through experience by the sorters has not been resolved and 
expressed in scientific terms in the form of a standard specification 
wherein the chemical characteristics of the material are clearly 
stipulated. 

0.3 In the preparation of this standard, considerable assistance has been 
derived from the valuable experimental data of samples collected and 
analyzed at the Central Leather Research Institute, Madras and at the 
Laboratory of the Development Wing of the Ministry of Commerce & 
Industry; Government of India. Useful assistance has also been derived 
by the most willing co-operation of the Leather Export Promotion 
Council and the Directorate of Marketing and Inspection, Ministry of 
Food and Agriculture, Government of India. 

0.4 The requirements of the material as laid down in this standard have 
already been adopted by the Leather Export Promotion Council under 
the scheme of Voluntary Quality Control in the E.I. Tanning Industry, 
since the requirements have met with the general approval of the 
exporters in India and the importers abroad. 



IS :1639 - 1960 

0.5 For the purpose of deciding whether a particular requirement of this 
standard is complied with, the final value, observed or calculated, 
expressing the result of a test or analysis, shall be rounded off in accor- 
dance with *IS : 2-1949 Rules for Rounding Off Numerical Values. The 
number of significant places retained in the rounded off value should be 
the same as that of the specified value in this standard. 



1. SCOPE 

1.1 This standard lays down the chemical requirements of East India 
tanned leathers for pure tannage and includes all leathers under the cate- 
gory of prime tannages, semi-prime tannages and single tannages. 

1.2 This standard excludes all other East India tanned leathers 
pertaining to mixed tannages and market quality East India tanned 
leathers. 

2. TERMINOLOGY 

2.1 For the purpose of this specification, the definitions given 
in IS : 1640-19601 shall apply. 

3. SAMPLING AND PREPARATIONS OF SAMPLES 

3.1 Scale and Position of Sampling — For the purpose of this specifi- 
cation, the scale and position of sampling shall be in accordance with 3 
of IS:5868-1969|. 

3.2 Preparing Sample for Chemical Analysis — The procedure in 
preparing the sample for analysis shall be as specified in 3 of 
IS : 5868-1969$. 

4. REQUIREMENTS 

4.1 The material shall comply with the requirements prescribed in 
Table I. 

5. TESTS 

5.1 Tests shall be conducted as prescribed in IS : 582-1970§. References 
to the relevant clauses of IS : 582-1970§ are given in col 4 of Table I.

6. PACKING AND MARKING 

6.1 Packing — The East India tanned kips and skins shall be packed as 
agreed between the purchaser and the supplier. 

6.2 Marking — The packages shall be marked with the name of the 
manufacturer, number of pieces of East India tanned kips and skins; 
recognized trade-mark, if any; and month and year of manufacture. 

6.2.1 The product may also be marked with Standard mark. 

6.3 The use of the Standard Mark is governed by the provisions of the 
Bureau of Indian Standards Act, 1986 and the Rules and Regulations made 
thereunder. The details of conditions under which the licence for the use of 
Standard Mark may be granted to manufacturers or producers may be obtained 
from the Bureau of Indian Standards.
